UK public bodies buy heat pump and building retrofit work through two national notice services: Find a Tender (FTS) for above-threshold contracts, and Contracts Finder for lower-value opportunities. A large share of social housing retrofit work funded through the Social Housing Decarbonisation Fund (SHDF) and related Warm Homes funding does not reach contractors as standalone open tenders at all — it is procured through pre-tendered frameworks and Dynamic Purchasing Systems run by consortia such as CHIC (Communities and Housing Investment Consortium) and by combined authorities such as Greater Manchester Combined Authority (GMCA), which let councils and housing associations call off approved suppliers without running a full procurement for every project. Separately, ECO4 (an energy-supplier obligation) and the Boiler Upgrade Scheme (a per-installation heat pump grant) route similar retrofit and heat pump work through energy suppliers and individual installers rather than public tenders. Almost all of this work — whichever route funds it — is expected to follow the PAS 2035 standard, which is why procurement documents commonly name a Retrofit Coordinator and Retrofit Assessor as required roles rather than accepting a general assurance of compliance.

PAS 2035 is the British Standards Institution specification for how domestic retrofit projects should be assessed, designed, installed and evaluated. SHDF is direct government grant funding paid to social landlords to retrofit their own housing stock, usually procured through frameworks. ECO4 is a supplier obligation scheme: energy suppliers are required to fund efficiency measures for eligible households and do so through their own contractor networks, independent of the social-landlord framework route.
